American Legion Day co-sponsors needed

 

Moberly, Mo. - On July 24, a resolution was introduced in the House of Representatives that honors The American Legion’s 90 years of service to America by recognizing September 16 as American Legion Day, a national day of observance of The American Legion’s goals and ideals in which the country may celebrate, with appropriate programs and activities, the long history of The American Legion and its steadfast and patriotic service to the community, state and nation.

 

House Resolution (H. Res.) 679 was introduced by Congresswoman Debbie Halvorson and is currently cosponsored by 20 Members of Congress.

 

In a letter to her colleagues requesting co-sponsorship, Rep. Halvorson writes:

 

Since their Congressional charter on September 16, 1919, The American Legion has worked tirelessly to serve American veterans and communities across the nation. I ask you to honor The American Legion’s legacy by becoming an original cosponsor of a resolution to designate September 16th as “American Legion Day.”

 

Every year members of The American Legion donate thousands of hours of community service in veterans’ medical facilities and homes to care for our nation’s heroes. They support active service members’ families, support struggling service families financially, and try to improve the overall quality of life to our nation’s service men and women. Additionally, they sponsor many youth organizations, donate millions of dollars in college scholarships, and provide a high level of service to our nation’s youth.

 

“American Legion Day“ would help to recognize this extraordinary organization, whose members not only fought to protect our country, but continue to serve it long after their military service has ended.

 

All members of The American Legion family are asked to contact their representative and ask them to become cosponsors of H. Res. 679; if they are already cosponsors, thank them for their support.  With Congress out of Washington and in their congressional districts for the full month of August, it is a prime opportunity for you to make contact with your Member of Congress and urge passage of this resolution upon their return to Washington and before September 16.

American Legion launches Legiontown, Legion Day Campaign

        INDIANAPOLIS  (July 31, 2009) – The nation’s largest veterans organization has launched a campaign to increase the visibility and local activities of posts in communities throughout the United States and even overseas.

“American Legion posts have been serving their communities since the founding of our organization in 1919,” said American Legion National Commander David K. Rehbein. “Unfortunately, as is the case with many unsung heroes, most people don’t know about all of the great things Legion family members do. By highlighting the accomplishments and activities of our volunteers, our programs will only grow stronger and be able to do even more. That is the purpose behind Legiontown and American Legion Day.”

The National Headquarters has recently published a full-color, 32-page booklet highlighting various American Legion activities titled “Legiontown, U.S.A.Rehbein said it is the goal of the organization to make every town in America a “Legiontown.”

“For instance, one American Legion post in California runs an ambulance service and another has a yacht club,” Rehbein said. “There are two posts in Louisiana that operate community hospitals. We have a post in North Carolina that sponsors four American Legion Baseball teams. It is impossible to list the many accomplishments and programs of our 14,000 posts in a single booklet, but we broke it down to examples of service to youth, service to veterans, service to troops and service to community.”

American Legion officials are encouraging community leaders to recognize September 16, the anniversary of the organization’s congressional charter, as American Legion Day.

           “Community gatherings, civic proclamations and celebrations are wonderful and we are encouraging communities to do that, but it is not what this is all about,” said American Legion Internal Affairs Chairman  Larry J. Besson. “Most successful programs do not revolve around a single day or an event. They are ongoing. Some posts may choose to use American Legion Day

as a kick-off for a series of events that bring together veterans and their communities. There are events that posts could be organizing for every season.”

Rehbein added that while many people are somewhat familiar with programs such as Boys State, Boys Nation, Girls State and Girls Nation, few realize that these premiere programs are run by The American Legion and The American Legion Auxiliary.

“The American Legion conducts the top constitutional speech contest in the country,” Rehbein said. “We award hundreds of thousands of dollars in scholarships, have raised hundreds of thousands more to purchase comfort items for hospitalized troops, and administer a junior shooting sports contest that is first rate. The American Legion family offers something for everyone.”

On a national level, The American Legion is the most effective veterans advocacy organization in Washington. The American Legion wrote the original draft of the Servicemen’s Readjustment Act, more famously known as the GI Bill. The organization released a booklet called “The Four Pillars of The American Legion,” which highlights The American Legions national accomplishments and programs. The Veterans Health Care Budget Reform and Transparency
Act of 2009

WASHINGTON, Feb. 12 /PRNewswire-USNewswire/ -- The Chairmen of both the Senate and House Veterans' Affairs Committees have today re-introduced bills designed to streamline the funding of Department of Veterans Affairs health care programs and initiatives.

At an afternoon press conference, Senator Daniel Kahikina Akaka (D-HI) and Congressman Bob Filner (D-CA) announced the advancement of identical bills entitled the Veterans Health Care Budget Reform and Transparency Act of 2009.

Among the provisions of the bill is long sought-after advance appropriations for military veterans' health care administered by the Department of Veterans Affairs. The advance appropriations mechanism allows Congress to vote on funding levels a year in advance of the current budget cycle.

"Advance-appropriations of VA health care funds will have a couple of great benefits for our constituency," says David K. Rehbein, National Commander of The American Legion. "Knowing what money will be coming to them well ahead of time will facilitate the VA's acquisition of the personnel, equipment and facilities needed to provide the best care possible. It will also facilitate better Congressional oversight of the funds' disposition," he continued, "thus helping assure that the monies will be spent as they should be."

Similar legislation was introduced by Senator Akaka and Congressman Filner this past September, but it was too late in the legislative season to gain favor. Considering that now-President Barack Obama was a co-sponsor of the original Senate bill, it is hoped that the Veterans Health Care Budget Reform and Transparency Act of 2009 will be adopted in a timely fashion.

For years, veterans service organizations had argued in favor of mandatory veterans health care funding, as it is for Social Security, Medicaid, and Medicare. "While this newly introduced legislation might not have the ultimate benefits of automatic funding, it is a very fine proposal nonetheless and, on behalf of our nation's veterans and veterans-to-be, we applaud Chairman Akaka, Chairman Filner and their many co-sponsors for it," concluded Commander Rehbein.

The Veterans Health Care Budget Reform and Transparency Act of 2009 has been a bi-partisan product. Though it has been introduced by Democrats -- Senator Akaka and Congressman Filner -- chief co-sponsors include Republican Senator Olympia Snowe of Maine as well as Senators Mark Begich (D-AK), Jeff Bingaman (D-NM), Barbara Boxer (D-CA), Russell Feingold (D-WI), Tim Johnson (D-SD), Mary Landrieu (D-LA), Frank Lautenberg (D-NJ), Robert Menendez (D-NJ), Lisa Murkowski (R-AK), John D. Rockefeller (D-WV), Bernard Sanders (I-VT), Debbie Stabenow (D-MI), John Thune (R-SD) and David Vitter (R-LA). On the House side co-sponsors include Republican Congressmen Walter Jones of North Carolina as well as Representatives Phil Hare (D-IL) and Stephanie Herseth-Sandlin (D-SD).

FY 09 Mil Con – VA Appropriations

The House passed H.R. 6599, the FY 2009 Military Construction – Veterans Affairs (Mil Con-VA) funding bill, by a vote of 409-4. The measure seeks to add $3.6 billion for VA medical care, to total $40.3 billion. The Senate version, S. 3301, was reported out of the Appropriations Committee. This bill would increase VA medical care spending to a total f $40.6 billion. Much of the increased funding in these measures will go toward VA construction, addressing the increasing VA benefits claims backlog, and caring for the veterans of the Global War on Terror. The American Legion urges passage of the Mil Con-VA appropriations before adjournment.

Property Tax Relief

Rep. Martin has asked us to begin an earnest effort to persuade House budget writers to include property tax relief for Veterans in the House Budget.
Zeb and I have prepared the two attached documents for distribution to all veterans through the Council and the Service Organizations. Please forward the materials to all of your members and spread the word to others who may not use email. We identify key lawmakers who need to hear from Veterans and provide some talking points and a sample email/letter to help veterans communicate with lawmakers. As always, we encourage polite and respectful communication with lawmakers and their staff. The House will develop its budget over the course of the next 7-10 days. Action during this time is critical so that budget writers appreciate the importance of this tax relief proposal.
